Requests for Expressions of Interest: Energy Service Providers

Micro-districts? Photovoltaics? District heating & cooling? Co-gen? The latest in renewable energy?

We are seeking expertise and interest from those that could deliver a creative and adaptable approach to district energy for the site, whether that is the ‘complete’ solution or one element of a broader, comprehensive approach.

This Request for Expressions of Interest (RFEI) is to establish interest and obtain input from qualified energy service providers capable of executing an integrated, site-wide energy strategy for what is known as Hazelwood Green within the Hazelwood neighborhood of Pittsburgh, PA. Those submitting should demonstrate an understanding of the project’s vision not just for sustainability and energy for the site, but as a proving ground for new technology and creative, resilient energy infrastructure. This RFEI will also help inform a solicitation for proposals from real estate development teams for phase 1 of the site planned for release in the fall of 2017.

Identified in the RFEI, the Site's Energy Objectives & Priorities include:

  • Aspire to achieve a site-wide goal of net positive energy.*
  • Meet or exceed 2030 Challenge Goals for Year 2015, for all new construction and renovation with plans for progressive, incremental improvements as per the Pittsburgh p4 Performance Measure for Energy.
  • Manage energy consumption through site user education, incentive, and transparent dashboard systems and programs.
  • Leverage viable on-site resources to create renewable energy supply sources.
  • Advance new technologies and practices that mitigate the potential carbon impact of high capacity production, process and plug related loads.
  • Include transparent monitoring and testing of performance for effective management to inform the evolution of best practices as development progresses.
  • Provide competitive and predictable energy rates for building owners and tenants.
  • Allow for market advances through flexible design and phased implementation.
  • Consider the potential for expansion of services and other benefits to the adjacent residential neighborhood.

*Living Community Challenge definition of Net Positive Energy requires all energy used by the project over the course of the year be offset by at least 105% on-site renewable energy generation. On-site renewables include photovoltaic panels, solar thermal systems, wind turbines, water-powered microturbines, or direct geothermal technologies.
